David Anderson earned his bachelor's in history and policy and a master's degree in public policy and management at Carnegie Mellon University.  After graduating in 2003, he worked as a program evaluator for most of a decade. He then made his first career transition to health insurance implementation at UPMC Health Plan, where he also started to write policy analysis of the Affordable Care Act under a pen name at Balloon-Juice.com.  Since 2017, he has been a research associate at the Duke Margolis Center for Health Policy.  His current research interests include analyzing the impact of transaction costs and information on plan choice in the ACA marketplaces, as well as improving choice architecture to improve choice quality in these markets.  When he is not conducting research, he enjoys coaching youth soccer.
